| Beskrivelse: The Ennovate project aims to enhance the effectiveness of energy subsidy programs by analyzing their impact on household energy efficiency investments. Despite substantial public funding for energy-saving technologies, Norway still has significant untapped potential for further efficiency improvements. This project will equip policymakers with robust, evidence-based insights to enhance subsidy schemes, ensuring they maximize energy savings while improving cost-effectiveness. Ennovate will analyze subsidy uptake patterns using administrative data to uncover barriers and opportunities for more targeted and inclusive policy design. It will employ quasi-experimental methods to quantify subsidy effectiveness in reducing electricity consumption and conduct field experiments in collaboration with Enova to test innovative subsidy designs and communication strategies. A key strength of the project is its use of detailed household-level administrative data on energy subsidies in Norway, making it a pioneering effort in this field. By applying causal inference techniques, it will assess subsidy effectiveness and additionality while also providing insights into how energy efficiency policies can better target the barriers faced by different households. These insights will have direct policy relevance, supporting Norwayʼs goal of reducing electricity consumption in buildings by 10 TWh by 2030. The project is structured around descriptive analysis, causal impact assessment, field experiments, qualitative insights, and policy dissemination. Collaborations with Enova, NGOs, and research institutions will ensure that findings contribute directly to the design of future subsidy programs and broader energy policies. By combining rigorous empirical analysis with practical policy applications, Ennovate will provide valuable insights into achieving a more efficient and equitable energy transition. |
